Franz I issued these during the Congress of Vienna period, when Austria was simultaneously hosting the peace negotiations that would redraw Europe's map and struggling with war-exhausted finances. The billon composition — a deliberate step down from earlier silver content — reflects treasury pressures accumulated across two decades of near-continuous conflict with France. Billon coinage of this fineness occupied an awkward monetary middle ground, too debased to hoard and too low-denomination to matter much in large transactions.
