Charles II Louis Frederick — known in German sources as Karl — ruled Baden as grand duke from 1811 until his death in 1818, meaning the 1819 and 1820 issues of this type were struck under his successor Leopold. The continued use of Charles's name and authority on coinage after his death was not unusual for German states navigating the transition between rulers, where dies and authorizations outlasted the monarch they commemorated.

Baden's billon issues of this period reflect the monetary fragmentation of the post-Napoleonic German states before the southern German currency conventions of the 1820s brought greater standardization.
