Ukraine's first post-Soviet banknote series was issued in 1991 as a transitional "coupon" currency — the karbovanets — designed to operate alongside the Soviet ruble while the country established monetary independence. The 3 karbovantsi was part of that initial coupon release, printed on relatively plain paper at a time when Ukraine had no established domestic printing infrastructure capable of producing secure currency.
The watermark is the sole security feature, a thin line of defense that made counterfeiting a genuine concern almost immediately after issue.
