Zhytomyr issued its own small-denomination exchange notes in 1918 during the administrative chaos that followed the collapse of imperial Russian monetary supply lines. With the Central Rada's authority contested and Bolshevik forces repeatedly seizing and losing control of Kyiv, provincial cities across Ukraine were left to solve their own change shortages. Zhytomyr's rozminny bilet — literally "change ticket" — was a locally authorized emergency scrip, not a bank product.
The karabovanets itself was the UNR's chosen monetary unit, making this note a municipal instrument denominated in a currency that had barely had time to stabilize before the political situation collapsed again.
