| Obverse description | Dark blue on light green guilloche underprint. The city arms of Zhytomyr — a fortified tower within a crowned cartouche — is centred at top, flanked by laurel garlands and ornamental corner devices bearing the denomination numeral 3. The face value ТРИ КАРБОВАНЦІ is printed in bold Cyrillic across the centre, below which the year 1918 and the issuing legend РОЗМІННИЙ БІЛЕТ МІСТА ЖИТОМИРА appear, followed by a guarantee text in Ukrainian. Zhytomyr issued its own small-denomination exchange notes in 1918 during the administrative chaos that followed the collapse of imperial Russian monetary supply lines. With the Central Rada's authority contested and Bolshevik forces repeatedly seizing and losing control of Kyiv, provincial cities across Ukraine were left to solve their own change shortages. Zhytomyr's rozminny bilet — literally "change ticket" — was a locally authorized emergency scrip, not a bank product.
The karabovanets itself was the UNR's chosen monetary unit, making this note a municipal instrument denominated in a currency that had barely had time to stabilize before the political situation collapsed again.
