Ukrainbank — the All-Ukrainian Cooperative Bank — was established in 1922 as part of the Soviet NEP apparatus, designed to channel credit through the cooperative sector rather than state enterprises directly. This Kiev branch issue in karabovantsi denomination is a curiosity of that transitional moment: the karbovanets was being used alongside the rapidly collapsing sovznaki and ahead of the chervonets stabilization, creating a chaotic parallel circulation that cooperative institutions navigated largely on their own terms.
Regional cooperative bank issues from this period were often printed locally with limited security features and saw hard use in exactly the small-scale commercial transactions NEP was meant to revive.
