These coins were struck for circulation in conquered Prussian territories during the Seven Years' War, when Russian forces occupied East Prussia from 1758 onward. Frederick the Great's territory was, for a time, administered under Elizabeth's authority, and this fractional billon coinage was issued specifically to pay Russian troops and facilitate local commerce in occupied Königsberg. The occupation currency is sometimes called the "Russian period" of Prussian coinage — a designation Frederick himself never forgave.
