Slovenia assumed the rotating presidency of the Council of the European Union on 1 January 2008 — the first new member state to do so since the 2004 enlargement. The €3 denomination was invented specifically for this occasion, a face value with no practical circulation role, issued purely as a commemorative.
Banka Slovenije had already used the €3 format for its 2007 Primož Trubar issue, establishing it as a distinctly Slovenian commemorative convention with no equivalent elsewhere in the eurozone.
