Issued in 1996 as part of the wave of local euro anticipation notes that proliferated across French towns and regions before the single currency officially entered circulation, this Dijon merchants' association note predates the euro by two years. These "euros de ville" were a peculiarly French phenomenon — thousands of local variants produced by chambers of commerce, neighborhood associations, and municipal bodies, functioning as promotional scrip rather than legal tender, and accepted only within participating local businesses.
The Quartier J.-J. Rousseau issuer is a neighborhood commercial association, not a municipal authority. SEMCO was a regional printer active in this niche.
