Canadian homecoming scrip of this type was produced by local organizing committees as commemorative novelty currency — valid for a specific event period and accepted by participating local merchants as a goodwill gesture rather than legal tender. Owen Sound's 1987 edition fits squarely within a wave of such issues that peaked across small-town Ontario during the 1980s, when centennial and homecoming events became a reliable excuse for producing collectable paper.
The three-dollar denomination is the giveaway that this was never meant to circulate seriously. No Canadian chartered bank issued in threes.
