The Commonwealth Finance Ministers Meeting rotates among member states, and Brunei's hosting in 2003 gave the Autoriti Monetari an occasion to issue commemorative coinage — a practice the sultanate uses selectively rather than prolifically. Brunei's entry into the Commonwealth in 1984, the same year it achieved full independence from Britain, remains the political hinge on which any such commemorative legitimacy rests.
