The Fractional Maple Leaf series was introduced partly in response to collector demand for .9999 fine silver in smaller, more accessible denominations — the Royal Canadian Mint having established that four-nines purity as its benchmark in 1998, several years after competitors were still shipping three-nines product. The $3 face value carries no practical monetary function; it exists to anchor the piece legally as currency under the Currency Act while the actual market premium tracks silver spot entirely.
