The Szechuan-Shensi Soviet base area (川陝蘇區) was established in late 1932 after the Fourth Red Army's westward retreat from the Hubei-Henan-Anhui Soviet. The Worker's and Farmer's Bank notes issued there were part of a deliberate parallel economy — designed to displace Nationalist-aligned currency within controlled territory and pay Red Army troops. Paper supply in the mountain base was unreliable enough that cloth became a documented substitute medium, which is precisely what this note is.

The base area was effectively destroyed by 1935 during Chiang Kai-shek's encirclement campaigns, cutting the currency's active life to roughly two years.
