Carlo Felice inherited a kingdom that had spent decades under Napoleonic reorganization, and his copper coinage of the 1820s was among the first systematic restablishment of Savoyard monetary authority in the Italian territories. The Bologna mint — operating under royal contract rather than as a permanent royal facility — struck this type for only a narrow window before production consolidated elsewhere. Mintages from Bologna for this denomination were modest, and survivors in problem-free condition are genuinely scarce relative to the Turin issues of the same reign.
