Azambuja is a small municipality on the Tagus plain north of Lisbon, and its 1921 cédula issues belong to the chaotic wave of emergency municipal scrip that flooded Portugal during the early Republic. The Banco de Portugal simply could not keep fractional coinage in circulation — wartime metal shortages had pulled coins out of the economy and they never came back at the small denominations — so hundreds of câmaras, misericórdias, and commercial houses printed their own low-value paper under government authorization from 1917 onward.
The 3 centavos denomination is among the smallest issued anywhere in the series. Survival rates are poor; the notes were used hard and discarded once central coinage recovered.
