Hagen's municipal authority was among hundreds of German local governments forced into emergency currency printing during the 1923 hyperinflation, when the Reichsbank simply could not produce notes fast enough to keep pace with collapsing purchasing power. The 3,000,000 Mark denomination reflects a specific window in that collapse — by late summer 1923, notes of this face value were already losing meaningful purchasing power within days of issue.
Local printing meant inconsistent paper stock and variable ink quality across the Hagen series. Collectors should note that some printings show noticeably different saturation, likely due to mid-run supply changes at the local press.
