Slovenia's 2003 commemorative program aligned with the European Year of People with Disabilities, a EU-wide initiative that ran concurrent with Slovenia's final preparations before accession — the country joined the EU in May 2004. The timing made this issue one of the last commemoratives struck under the tolар before euro adoption effectively ended the series.
