This issue commemorates the Bohemian Crown Lands' legal framework, specifically the documents that defined Bohemia's constitutional relationship within the Habsburg structure. The Czech National Bank launched its gold commemorative program in the 1990s partly as a mechanism for building national historical narrative following the 1993 dissolution of Czechoslovakia — these early issues were as much about asserting Czech statehood as they were about numismatic product development.
The .9999 fineness is notable: the CNB specified four-nines purity from the outset of the program, placing these issues among the purest gold commemoratives produced by any European central bank at the time.
