Chinese municipal food rationing coupons of this type were administrative instruments tied directly to the household registration system — a resident of Wuhai could not simply use a coupon issued in Baotou or Hohhot. Wuhai, a coal-mining city on the Yellow River formally established only in 1976 through the merger of three mining districts, maintained its own municipal grain bureau with independent allocation authority well into the reform period.
By 1990 the national ration system was already being dismantled in coastal cities, but inland industrial municipalities like Wuhai retained coupon-based flour distribution for state-sector workers until the early 1990s. The 2500-gram denomination corresponds roughly to a single adult's monthly flour allocation under the standard heavy-labor quota.
