Chad's Central African CFA franc is administered by the BEAC, which does not authorize commemorative coinage — meaning this piece was almost certainly issued under a private licensing arrangement with a third-party mint, a common workaround that produces legal-tender face values on coins that will never circulate in N'Djamena or anywhere else. Castro's government severed diplomatic relations with Chad in 1972 in solidarity with Libya's Muammar Gaddafi, who had just annexed the Aouzou Strip. The two countries had no meaningful relationship thereafter.
