São Tomé and Príncipe's late-1990s commemorative program was essentially a licensing operation — the islands had virtually no domestic coin market, and these issues were contracted through European mints and marketed directly to foreign collectors. The Jubilee Year 2000 series rode a wave of millennial-themed numismatic releases flooding the market in the years before 2000, most of them with only the loosest connection to the issuing nation.
KM#134 is among the thinner-planchet fractional gold issues of the series, struck two full years before the event it commemorates.
