São Tomé e Príncipe issued this piece during a late-1990s wave of gold commemoratives aimed squarely at the collector export market — the domestic economy ran on the dobra at rates that made gold coinage entirely ceremonial. The hologram element was a novelty feature popular with certain Franklin Mint-adjacent producers of the period, more marketing device than minting tradition.
