Somalia's 250 Shilling bi-metallic series, issued around the turn of the millennium, was produced during a period when the Central Bank of Somalia had virtually no functional authority over the country's monetary system. The national government had collapsed in 1991, and by 2001 much of the country was controlled by competing warlords and regional administrations. These coins were almost certainly struck by a private mint on contract and never meaningfully circulated within Somalia itself.
The Chinese Lunar calendar series was a commercial decision aimed squarely at the collector market, not domestic use.
