Somalia's late-1990s and early-2000s commemorative program was a purely commercial operation — the country had no functioning central government following the collapse of the Siad Barre regime in 1991, and these coins were produced under license arrangements with foreign minting agencies targeting collector markets abroad. They circulated nowhere and were legal tender in name only.
Churchill himself had a documented but complicated relationship with British Africa, having served as Colonial Under-Secretary from 1905 to 1908 and traveled through the Somaliland Protectorate.
