Somalia's central government collapsed in 1991, and by 1998 the country had no functioning national authority capable of authorizing coinage in any conventional sense. These wildlife issues were produced under licensing arrangements with foreign minting interests — effectively souvenir and collector pieces with Somali nominal authority attached. They circulated nowhere near Mogadishu.
