Somalia's 1998 commemorative program was essentially a licensing operation — the country's transitional authorities had minimal functioning government infrastructure but retained enough nominal sovereignty to contract with foreign minting agencies eager to produce themed issues for the collector market. The Titanic release rode the wave of James Cameron's film, which opened in December 1997 and became the highest-grossing movie in history at that point.
These pieces were never intended for Somali circulation and saw none.
