Somalia's late-1990s and early-2000s novelty coinage program was produced with virtually no involvement from the Somali government itself — the country had no functioning central authority after the collapse of Siad Barre's regime in 1991. These pieces were commissioned and distributed entirely by private minting interests, primarily through European dealers, exploiting the legal vacuum of a collapsed state. Churchill's connection to Somalia is marginal at best, which places this squarely in the category of coins issued for the collector market rather than circulation.
