Somalia's 1990s and early 2000s coinage presents a peculiar administrative puzzle: the country had no functioning central government after 1991, yet coins continued to be issued under its name by private minting agencies operating under licensing arrangements with regional authorities or simply exploiting the vacant sovereign identity.
