Somalia's 1998 novelty coinage program was issued under conditions of near-total state collapse — the central government had effectively ceased to function years earlier, and these coins were produced by regional or private arrangement rather than any functioning national treasury. They circulated, if at all, well outside Somalia itself, finding their primary market among European and American collectors rather than Somali commerce.
The trimetallic construction places this alongside a wave of similar collector-targeted issues from small or failed states in the 1990s, a format pioneered by the Czech and Slovak mints for foreign clients seeking novelty appeal.
