Somalia's early 2000s commemorative program was largely driven by foreign minting interests rather than domestic monetary policy — the country had no functioning central government at the time, with the Transitional National Government recognized internationally but controlling little actual territory. These issues were produced primarily for the collector market and never entered circulation in any meaningful sense.
