Somalia's late-period commemorative program produced a flood of silver-plated issues in the 2000s marketed almost entirely to the thematic collector trade rather than domestic circulation — the country had no functioning central government from 1991 onward, making the "Central Bank of Somalia" designation on these coins largely nominal. The actual production was contracted to private minting houses operating through licensing arrangements, with Somalia's name providing legal issuing authority in name only.
