Somalia had no functioning central government in 1998 — the state had collapsed in 1991 and would not reconstitute meaningful monetary authority for years. These silver issues were produced under license by foreign minting houses and marketed entirely to collectors abroad, with no realistic path to circulation in Somalia itself. The ostrich series falls squarely into the category of legal-tender coinage issued by a government in name only.
