Obverse description The Somali coat of arms occupies the central field, featuring a quartered shield bearing a five-pointed star, supported by two leopards rampant, and surmounted by a mural crown. A crossed olive branch and palm frond appear below the shield on a ribbon. The legend REPUBLIC of SOMALIA arcs along the upper periphery, while the split date 20-02 flanks the shield at the sides. The denomination 250 SHILLINGS is inscribed along the lower rim, separated by a period.

Somalia's 2002 commemorative program was issued under the Transitional National Government, a body that controlled almost no physical territory and had no functioning central bank — making these coins a product of foreign minting contracts rather than any domestic monetary infrastructure. They circulated nowhere.
