Somalia's "fauna series" coins of the 2000s were produced not for Somali domestic circulation — the country had no functioning central bank at the time — but entirely for the international collector market, with minting contracted to foreign facilities. KM#154 is one of dozens of such issues bearing Somali authority purely as a licensing arrangement.
The Cocker Spaniel entry in this series targets the breed-collector crossover market, a niche that proved commercially reliable throughout the late 1990s and 2000s for several nominal African issuers in similar arrangements.
