Birendra ascended the throne in January 1972 following the death of his father Mahendra, inheriting a kingdom still absorbing the shock of its first experiment with political parties — an experiment Mahendra had personally dismantled in 1960. By 1981, the tenth anniversary fell during a period of cautious political liberalization: Birendra had held a referendum the previous year in which Nepalis narrowly voted to retain the partyless Panchayat system, a result many observers disputed. This coin was struck against that uneasy backdrop.
