The Azov-Don Commercial Bank was one of the largest commercial banks in pre-revolutionary Russia, with branches across Ukraine and the south. After the Bolshevik seizure of Petrograd, regional branches found themselves cut off from central authority and began issuing their own obligations to keep local commerce functioning — a pattern repeated across dozens of Ukrainian cities during 1918–1919 as the region cycled through German occupation, the Hetmanate, the Directory, and Bolshevik advances.
The Zhytomyr branch issues are among the less documented in the series. Pick S356 sits in a cluster of provincial commercial bank notes whose actual redemption history remains murky.
