A large guilloche rosette at left frames the denomination numeral '250' in bold letterpress. The Russian Provisional Government had ceased to exist more than a year before these notes were dated. P#40A was issued under the authority of successor administrations during the Civil War period, continuing to bear Provisional Government branding largely because no replacement printing infrastructure had been established — legitimacy on paper, whatever the reality on the ground.
The 1919 dating distinguishes this from the original 1917 Kerensky-era issues of the same denomination, though the two are frequently conflated by collectors unfamiliar with the series.
