Obverse description The right half of the note is dominated by a classical allegorical vignette in intaglio, with a seated female figure holding a torch aloft and resting against a terrestrial globe, accompanied by a winged cherub at her feet. A large guilloche rosette at left frames the denomination numeral '250' in bold letterpress. The heading reads 'Государственный Кредитный Билетъ' (State Credit Note) with the value 'Двѣсти пятьдесятъ рублей' below, and serial numbers appear at left and right flanking the date 1919; this example bears 'SPECIMEN' overprint.

The Russian Provisional Government had ceased to exist more than a year before these notes were dated. P#40A was issued under the authority of successor administrations during the Civil War period, continuing to bear Provisional Government branding largely because no replacement printing infrastructure had been established — legitimacy on paper, whatever the reality on the ground.

The 1919 dating distinguishes this from the original 1917 Kerensky-era issues of the same denomination, though the two are frequently conflated by collectors unfamiliar with the series.
