The North Caucasian Soviet Republic was a short-lived Bolshevik entity that barely survived its first year — crushed by Denikin's Volunteer Army by early 1919. Its currency issues were emergency instruments, produced under conditions of active civil war with White forces pressing from multiple directions simultaneously. The 250-rouble denomination was part of a series issued by the Kraevoy Ispolnitelny Komitet, the regional executive committee, attempting to assert economic authority over territory it was already losing.
Surviving examples tend to show heavy use — this was money people actually spent, quickly, before the issuing government ceased to exist.
