This note belongs to the Italian "miniassegni" phenomenon — a stopgap measure that emerged in the early 1970s when a chronic small-coin shortage forced banks, municipalities, and even private companies to issue low-denomination paper vouchers that circulated as de facto currency. The Banca Popolare Udinese, a cooperative savings institution serving the Friuli region, issued this 250 Lire piece through Smolars S.p.A. in nearby Trieste, one of the more active printers in the northeast Italian miniassegni trade.
The Banca d'Italia tolerated the practice uneasily; by the late 1970s regulatory pressure had largely killed it off, making 1977 a late issue in the series.
