During the late 1980s, China's partial reform economy created a patchwork of local commodity rationing that persisted well after national grain coupons had begun to wind down. Municipal and county-level grain bureaus retained authority to issue their own supplementary ration stamps for goods beyond staple grain — edible oil among the most tightly controlled. This stamp from Siping, an industrial city in central Jilin province, authorized the bearer to collect 250 grams of sunflower oil, a crop dominant in northeastern China and subject to its own separate allocation from grain proper.
The official red stamp was the primary anti-fraud measure — no printing security beyond the bureau chop itself.
