Chinese local grain ration coupons of this type were administered through municipal and county-level grain bureaus under the state rationing system that had been in place since the 1950s. By 1991, that system was already in terminal decline — national grain rationing was formally abolished in 1993 — placing this Fushun issue right at the end of the ration coupon's functional life. Fushun, an industrial city in Liaoning heavily dependent on coal mining, maintained its own parallel municipal supply network, which is why city-specific denominations for cooked food rather than raw grain are occasionally encountered from this region.
