The Banque Nationale de la République d'Haïti placed this order with ABNC during the height of the Duvalier regime — François "Papa Doc" Duvalier died in April 1971, meaning this note entered circulation under his son Jean-Claude almost immediately after printing. The 250 gourdes denomination sat at the top of the series, far beyond ordinary daily transactions in a country where most commerce moved in small change.

ABNC had supplied Haitian currency for decades by this point, a relationship stretching back to the American occupation period. The watermark is the sole security provision — no security thread, no color-shifting ink.
