The 1984 World Fisheries Conference, held in Rome under FAO auspices, prompted a wave of commemorative issues from nations with significant fishing industries — Portugal among the most economically dependent. At the time, the Portuguese fishing sector was navigating post-revolution restructuring while simultaneously adjusting to the implications of impending EEC accession, which would bring new regulatory pressure on Atlantic and North Sea fishing rights.
The .925 silver version sits alongside a base-metal counterpart in the same FAO release, a pairing typical of INCM commemorative policy in the 1980s. Mintages for the silver issues in this series were modest, produced primarily for collector sets rather than any meaningful circulation.
