Issued to mark the 25th anniversary of the Brunei Currency and Monetary Board, which was established in 1967 following the dissolution of the Malaya and British Borneo Currency Board — itself a colonial holdover that had served the region since 1952. The BCMB's founding was a deliberate assertion of financial autonomy ahead of Brunei's full independence, which wouldn't come until 1984. Brunei delayed that independence for years, in part to negotiate the terms of its oil revenues with Britain.
The Currency Interchangeability Agreement with Singapore, signed in 1967 and still active, means the Brunei dollar has traded at parity with the Singapore dollar for over five decades.
