Cook Islands has operated one of the more prolific bullion and collector-issue programs in the Pacific, leveraging its currency relationship with New Zealand to issue legal tender struck by outside mints — this piece almost certainly produced by a European private mint rather than any sovereign facility. The Leaning Tower series belongs to a broader wave of shaped and architectural gold issues that flooded the collector market through the late 2010s and early 2020s, largely targeting the Asian gift and investment market.

The tower itself began its famous tilt during construction in 1173, a foundation problem in soft subsoil that engineers spent the following eight centuries failing to fully correct until a stabilization project concluded in 2001.
