The FAO coinage program, launched in the 1960s, commissioned member nations to produce coins bearing agricultural themes as a low-cost mechanism for promoting food security awareness. São Tomé e Príncipe, a former Portuguese colony that achieved independence in 1975, participated in this program across several issues. The archipelago's economy in the 1990s remained heavily dependent on cocoa exports — at independence it had produced roughly 10% of the world's cocoa supply — though state farm collectivization after 1975 had badly damaged output before partial privatization began in 1985.
The chromium-clad steel composition reflects the fiscal constraints of a small island nation navigating IMF structural adjustment during this period.
