Morocco's International Day of People with Disabilities commemorative was issued the same year the country ratified the Arab Charter on Human Rights, a period of incremental legislative reform under Mohammed VI that included nascent steps toward disability rights policy. Bank Al-Maghrib produced relatively few silver commemoratives in this format during the early 2000s, keeping mintages tight enough that secondary market availability has remained thin for this particular issue.
