Mohammed VI ascended the Moroccan throne in July 1999 following the death of his father Hassan II, who had ruled for 38 years. The fifteenth anniversary issue falls squarely within a period of significant constitutional change — the 2011 reforms, prompted partly by Arab Spring pressures, transferred meaningful executive authority away from the palace and granted the prime minister's position to the leader of the largest parliamentary party.
