Mohammed VI ascended to the throne on July 23, 1999, following the death of his father Hassan II, who had ruled Morocco for 38 years. The tenth anniversary issue in 2009 fell during a period of significant constitutional and economic reform under the new king, including early moves toward liberalizing the press and reconvening the Equity and Reconciliation Commission to address human rights abuses from the Hassan II years.
Bank Al-Maghrib's commemorative silver program of this period consistently used .925 fineness — a deliberate departure from the lower-grade silver seen in earlier Moroccan commemoratives of the 1970s and 1980s.
